PROBLEM TO BE SOLVED: To shorten reaching time to an output target value by preventing reduction in a rising rate of combined power generation system output caused since a gas turbine falls into restriction of an exhaust gas temperature when a load of a combined power generation plant increases. SOLUTION: A bias setting function generator 15 calculates a bias signalΔαto enlarge a rate of change of an output command value Pr on the basis of a bias reference signal predetermined when a load increases up to exhaust gas temperature restricting control. The bias signalΔαobtained by the bias setting function generator 15 is added to a change rate reference valueαof a change rate restricting unit 12 by an adder 13c. Therefore, when the load increases up to the exhaust gas temperature restricting control, a rate of change (a rate) of an output command value is enlarged, and reaching time to an output target value PR is shortened.
