This invention relates to the roof plate having wate rproof and moisture-proof property and the method of manufacturing the roof plate including the steps of mixing rock wool(40-90), filler(0-30), pulp(0-15), starch(2-10) and inorganic coupler(2-30) in the ratio of weight percent to be a slurry of 2-5 %; producing a plate by putting acryl denatured epoxy resin(0.1-2.0) in that slurry; and drying and sequentially curing the result at 160-250 deg.C.
