PURPOSE:To attain proper access control taking the state of another access unit(AU) into account by a comparatively simple device by resetting the AU according to a specific conditional equation. CONSTITUTION:An AU has a 1st counter Tqi counting an elapsed time after being reset and a 2nd counter Cwi representing the number of cells allowed for the transmission till succeeding reset. The resetting is conducted when a reset conditional equation is expressed as MIN(Cwi(t), Qi) >1/n.Bi.T.(1-Tqi(t)/ Tqi(0)), where Tqi is a count of the 1st counter, Cwi is a count of the 2nd counter, Qi is the number of cells whose transmission is awaited, n is the number of AUs, Bi is a cell transmission capability per unit time of the AU 1 and T is a reset period and when a cell to be sent at present is in existence and a residual count is in existence in the 2nd counter Cwi.
