MOVEMENT COMPENSATION CODING DEVICE

PURPOSE: To provide a movement coding device which is capable of reducing the code amount of the motion vector required for coding and improving coding efficiency by selecting a movement compensation means, taking the correlation of the movement within a screen to be coded into account. CONSTITUTION: A movement compensated screen is selected from the movement compensated screen generated by a local movement compensation means 6 based on the local motion vector for every block detected by a local motion vector detection means 4 and the movement compensated screen generated by a global movement compensation means 103 based on the motion parameter of the whole of the screen detected by a global movement detection means 101, based on a prescribed condition by a movement compensation selection means 105. A coding is performed by a coding means 8 by using the selected movement compensated screen, the coded signal is decoded and the signal is stored in a memory 11 to use for the coding of the next screen.
