PURPOSE: To realize the efficient compression/expansion system fox no loss/loss data by using the conversion in which excellent concentration of energy is attained. CONSTITUTION: A reversible wavelet conversion block 102 converts image data 101 into a code series. A bit significance imbed block 103 converts the code series into a code-absolute value form and applies a frequency base model or an integrated space/frequency base model to the data. An obtained decision is subject to entropy coding by an entropy coder 104. Coded data are decoded in the reverse sequence to a data flow.
