PURPOSE:To prevent a container charged with powder from breaking and prevent the commercial value from lowering, by pinching a cylindrical sheet at the lower position of a welded part and discharging the powder upward, when welding the mutual inner faces of the cylindrical sheet material together at every distance. CONSTITUTION:A cylindrical sheet material 1 is put inside both lower heaters 7a, 7b to weld in turn the mutual inner faces of the cylindrical sheet material with each other at every vertical distance. At that time, the cylindrical sheet material 1 is put between the lower material 31 disposed below the welding part and the upper material 32 disposed above the welding part. And thermoplastic powder 15 for a certain volume of electrophotographic toner or the like is fed by both lower part heaters 7a, 7b at every welding of the cylindrical sheet material 1. Accordingly, in the lower part than the welding part, the sheet is pinched by the lower material 31 and the air in the inside of the cylindrical sheet material 1 can be discharged above the welding part before welding. And after the upper part of the welding part has been pinched by the upper material 32, the powder 15 can be charged and hence, it prevents the powder from reaching the welding part and also prevents the heat from transferring to the powder on welding.
