PURPOSE:To prevent such an inconvenient case where the movement compensating effect is deteriorated to a fine movement when the noises are incorporated in an input image and meanwhile the quantity of generated information is increased by the movement compensation when the input image incorporates the noise of a high level in an animation image coding by an inter-movement compensated frame coding method. CONSTITUTION:An input animation image signal 101 and the image signal of the precedent frame are divided into minor blocks, and the movement vector 107 is detected by a movement detector 6 at every block. The local decoding signal 104 of the precedent frame stored in a variable memory 5 is moved by the vector 107. Thus the image signal 105 of the precedent frame applied with the movement compensation is obtained. Then an inter-movement compensated frame difference signal 102 is obtained by a subtractor 2 as the difference between the signals 105 and 101. The output of the subtractor 2 is added to the output of the memory 5 by an adder 3. Thus the input local decoding signal 103 of a frame memory 4 is obtained. A noise amount detector 1 detects the noise amount 106 of the signal 101, and the ON/OFF decision is controlled for the execution of the movement compensation of the detector 6 based on the detected amount 106. |
