PURPOSE:To increase or decrease the vigilance level by measuring the vigilance degree, and giving stimulation to a user based on it. CONSTITUTION:A sound collecting microphone 16 for detecting the cardiac sound is arranged at the portion in contact with the breast section or back section of a user. When the cardiac sound interval collected by the sound collecting microphone 16 is compared, the vigilance degree of the user is measured. The intensity of the stimulation given to the user from a stimulating means is controlled by a control device 12 in response to the vigilance degree.
