PURPOSE:To simplify the construction of a mooring anchor for working vessel, etc., on a weak water-bottom ground, and shorten the construction period by pressure-filling sand from above to sink and install an anchor body connected to a mooring cable housed in a bag body. CONSTITUTION:A bottomed bag body 2 is connected to the opening part of a supporting plate 1 and hung down, and the filling end of a pressure-filling hose 3 for pressure-filling sand into the bag body 2 is fixed to the bag body 2. The supporting plate 1 and the bag body 2 constructed in this manner are installed on a weak water-bottom ground. An anchor body 4 is then installed in the bag body 2 by connecting one end of an mooring cable 41 such as a chain, etc., to the anchor body, and connecting the other end to an object to be anchored on the sea such as a working vessel, etc. Then, sands 6 are pressure-fed into the bag body 2 through the pressure-feeding hose 3 from above the anchor body 4. The bag body 2 is then enlarged downward, and the anchor body 4 is lowered up to a specified depth to complete the installation work.
