An apparatus for laminating at least two strips of strip material and forming the laminate into lightweight, thin-walled tubular members that may be used in the construction of non-combustion smoking articles. The apparatus comprises a front end partition which processes continuous strips of porous paper and metal foil to form the laminate, and a tube forming portion which forms the laminate into the lightweight thin walled tubes.
