<p>PURPOSE:To obtain a device for encoding a moving image signal having less quantity of information, by cutting off part of an estimated orthogonal transmission coefficient outputted from an inter-frame estimating device based on the mode information produced by a cutting-off coefficient deciding means. CONSTITUTION:A coefficient cutting-off and inter-frame estimating circuit 7 cuts off part of coefficients based on the mode information produced by a cutting-off coefficient deciding circuit 81 for the output signal of an adder 4. Then the circuit 7 estimates and outputs the next frame signal from the cut-off signal or estimates the next frame signal from the output signal of the adder 4 and cuts off and outputs part of coefficients in accordance with mode information produced by the circuit 81 against the estimated signal. The cutting-off coefficient deciding circuit 81 produces the mode information which designates coefficients to be cut off. Therefore, inter-frame encoding and inside-frame encoding can be performed at every coefficient even in the same block by switching and the quantity of information can be reduced.</p> |
