PURPOSE:To execute the packet processing whose transfer efficiency is satisfactory and whose simple function is enough by containing information for showing the start and the end of a frame in information which is decomposed to fixed length short packets and transferred by a terminal interface part, and accumulating the short packet which arrives by a receiving terminal interface part. CONSTITUTION:Information which is decomposed to fixed length short packets 108 and transferred by a terminal interface part 103 becomes all parts of a frame containing the information for showing the start and the end of the frame. In the receiving terminal interface part 103, the short packet which arrives is accumulated by a prescribed queuing time portion, and a restoration processing is executed with regard to data within the range of the information for showing the start and the end of the frame so that it is delivered to a terminal 101. In such a way, it is unnecessary to execute a display of effective information length at every short packet, and accordingly, an efficient transfer can be executed. Also, a transfer speed of the short packet goes to high speed, and the constitution of the terminal interface part can be simplified.
