PURPOSE:To provide an aq. polyelectrolyte soln. which is uniform and has low foamability, by adding a specified nonionic surfactant to a water-soluble salt of a copolymer of a vinyl monomer with an unsaturated dicarboxylic acid anhydride. CONSTITUTION:20-80mol% of a 4-10C vinyl monomer such as butene-1 and 80-20mol% of an unsaturated dicarboxylic acid anhydride such as maleic anhydride are copolymerized in the presence of a radical polymn. initiator to obtain a copolymer having an MW of 500-100,000, which is then hydrolyzed in the presence of a base in an amount of 0.8-2mol/mol of the acid anhydride group in the copolymer to obtain an aq. soln. (A) of an alkali metal or ammonium salt of the copolymer. 1-20pts.wt. nonionic surfactant (B) having an HLB of 12 or below such as a polyethylene/polyoxypropylene adduct is added to 100pts. wt. (on a solid basis) component A.
