PURPOSE: To firmly grip a groove-shaped sealing belt on the flange surface by arranging a pressure applying means to apply pressure to mutually close these side walls on the side wall outside surface of a groove in a state of existing in a fixed position on a flange. CONSTITUTION: The outer periphery of a roller 36 on a shaft 32 arranged in an L-shaped frame 30 of a tool, is supported by the inverse base part of a groove of the groove-shaped gripping part 5 in a sealing belt. While, the outer periphery of a roller (a pressure applying means) 38 on a shaft 34 arranged at a right angle to this shaft 32 is positioned so as to be supported by one side wall of a groove of this gripping part 5 through the tubular sealing part 6 of the sealing belt. This roller 36 has a flange (a pressure applying means) 40 having a dimension such as contacting with the side wall to support an opposite side wall of the groove of this gripping part 5.
