PURPOSE:To prevent the occurrence of profit or loss depending on the protocol by providing a fraction call length counter and advancing the accumulated call number of a call rate counter when the count exceeds the byte number in the unit of call number so as to leave the remainder into the fraction call length counter as a new fraction call byte length. CONSTITUTION:A packet switchboard 5 is provided with a packet number counter 7, a call number counter 8, and a fraction call length counter 10 counting the residual when the byte number of a data field of a packet is divided by the byte number in the unit of call number. When the count exceeds the byte number in the unit of call number, the accumulated call number of the call number counter 8 is advanced by one and its residual is left in the fraction call length counter 10 as the fraction call byte length. Thus, the accurate statics relating to the byte length of the data field is attained and profit or loss due to the protocol of the user is not caused and more flexible charging statistic system is realized.
