PURPOSE:To reduce power cost and to prevent the deterioration of activated carbon, by detecting the flow rate and COD concn. of waste water and operating an activated carbon adsorbing treatment apparatus on the basis of the detection values only at a necessary time. CONSTITUTION:An activated carbon adsorbing treatment apparatus 6, which allows low COD content waste water to flow to a discharge part 19 in the first systems 11-13 and into which high COD content waste water is introduced in the second systems 14-17, is provided and the treated water of said apparatus 6 is guided to the discharge part 19 and the high COD content waste water bypasses the apparatus 6 to be guided to the discharge part 19 in the third system 18. Further, the detection values of means 7, 8 respectively detecting the flow rates and COD concns. of the low COD content waste water and high COD content waste water are inputted to a control apparatus 9. This control apparatus 9 stops the apparatus 6 when the water quality of the water mixture of the low COD content waste water and high COD content waste water is a reference value or less to guide the high COD content waste water to the discharge part from the third system 18 and operates the apparatus when the water quality of the above mentioned water mixture exceeds the reference value to guide at least a part of the high COD content waste water to the discharge part through the apparatus 6.
