PURPOSE:To make it possible to carry out radiation space cooling or space heating capable of reducing a difference in the surface temperatures of the floor by carrying out the supply of a fluid consisting of a cooling medium or a heating medium to passages provided in the inner part of the floor. CONSTITUTION:Dampers 36 and 38 are rotated to make one branch pipe 16 communicate with a main pipe 14, and the communication between another branch pipe 18 and the main pipe 14 is interrupted. Further, dampers 40 and 42 are rotated to interrupt the communication between the one branch pipe 16 and a main pipe 26 to make the branch pipe 18 communicate with the main pipe 26. When a fluid is delivered from a supply source, the fluid flows into one duct 44 via the main pipe 14, and diverged pipes 32. The fluid which has flowed into the duct 44 reaches another duct 46 returns to the fluid supply source via diverged pipes 34, other branch pipe 18 and the main pipe 26. While the fluid flows through these passages, it robs the surroundings of the passages of heat or imparts heat thereto. By these procedures, a surface layer 24 is cooled or heated.
