PURPOSE:To control charging delay time at random every generated exchange connection processing request by using a counter area for addressing a charging period set up every unit time and a period program for updating a counter value. CONSTITUTION:The initial value of a relative address T in the counter area 2 is set up to '2', the relative address T is compared with a maximum value (n), and in case of T>n, a counter updating loop is ended. In case of T <=n, '1' is added to the count value of an area in the relative address T. The count value of the relative address T added by '1' is compared with the relative address, and when the count value is not less than the relative address T, the count value of the area in the relative address T is set up to '0', the relative address T is updated and returned to comparison with the maximum value (n). When the count value is less than the relative address T, the relative address T is updated and the updated value is compared with the maximum value (n).
