PURPOSE:To prevent the bend mark generation of a strip by providing the rolling reduction device having the upper and lower rolls of different diameter, different peripheral speed and different material and by winding with a reel the strip tip by bending it at larger curvature than that of a rubber sleeve. CONSTITUTION:The roll rolling reduction device having the upper and lower roll 4, 5 that the various conditions of different diameter, different peripheral speed and different material are adequately set and a deflector roll 2 are respectively arranged for the winding reel 1 which equips with a rubber sleeve 16. By this mechanism, the larger curvature than the radius of the outer diameter of the rubber sleeve 16 is formed on the strip tip part 3b by performing a light rolling reduction rolling on the tip of the strip 3 via rolls 4, 5. It is then wound by the winding reel 1 via the deflector roll 2. The bend mark generation of the strip 3 can easily be prevented because of the curvature adjustment range being simply set by setting the conditions of the outer diameter, peripheral speed and material of the roll 4, 5.
