PURPOSE:To facilitate data management control and to reduce an area of a management information storage section to a few prescribed number by storing one bit of idle information and an end address in a block as management information. CONSTITUTION:A CPU3 retrieves a management information storage section of a store and forward equipment 13 is first to detect whether or not an idle block exists. When an idle block exists, a head address of the block is read and the picture information to be inputted in written in the picture information storage section of the equipment 13 sequentially from the read head address. In this case, the idle information of the management information storage section corresponding to the block is brought into '1' to write the end address in the block. The operation above is repeated until the input is finished. In erasing the picture information, the idle information of the management information storage section has only to be made $0' to facilitate the input/output control and erasure of the picture information.
