PURPOSE:To make the change of transmittance of light of the oxidative coloring layer large by impressing a voltage between the oxidative coloring layer and the another treating electrode contacted with a basic electrolyte while contacting the oxidative coloring layer with the basic electrolyte after sticking the oxidative coloring layer on the electrode. CONSTITUTION:The lower transparent electrode 3 is arranged on an upper surface of the substrate 2. The oxidative coloring layer 4 having a moderate porosity and composed of NiOX is formed on the surface of the electrode according to an electron beam method. And then, the basic electrolyte 31 is poured into the electrolyte vessel 32 of a reforming treatment apparatus to dip it in said electrolyte. The partially fabricated item 1 of the ECD (the electrode 3 and the coloring layer 4) is colored and decolored by impressing a voltage having a rectangular wave coming from the impression apparatus 33 of the voltage, while dipping the oxidative coloring layer 4 into the basic electrolyte. Aftre repeating the coloring and the declorring treatment, said signal is taken out from said electrolyte 31 and washed with a distill water and dried. Thus, the titled layer having a large change of the transmittance of the light and capable of driving at a low voltage and a god resposibility of the colorring and the decoloring is obtd.
