<p>PURPOSE:To obtain a high compression ratio with less deterioration of picture quality in a still area by separating the moving area from the still area of an animation signal and encoding and decoding by the field repeatedly only a picture element included in the still area. CONSTITUTION:Where sufficiency is larger than a set threshold and a target area is a moving one, a quantization control circuit 15 outputs a quantization stop signal '1' to a quantizer 14, a code converter 16 and an address control circuit 19: otherwise it outputs the quantization stop signal '0' to them. The quantizer 14 quantizes an estimation error signal supplied through a line 1114 and outputs it to the code converter 16 and an adder circuit 13. However, when the quantization stop signal supplied from the quantization control circuit 15 is '1', the quantizer 14 outputs '0' in spite of the input. A buffer memory 17 outputs the estimation error signal which is supplied through a line 1617 and encoded and quantization stop information to a transmission line 2000 at a certain transmission speed, and simultaneously outputs the buffer memory sufficiency to the quantization control circuit 15 through a line 1715.</p> |
