PURPOSE:To generate white-balanced pictures even in case of a high luminance by reducing components YL of color difference signals (R-YL) and (B-YL) in the high luminance higher than the luminance of a standard signal. CONSTITUTION:Reducing circuits 11 and 12, which reduce low band luminance signals of color difference signal components of outputs of gain control matrix circuits 7 and 9 when low band luminance signal components go to a level higher than a preliminarily determined level, are provided between matrix circuits 7 and 9 and smoothing circuits 14 and 15. Components YL of color difference signals in the high luminance are reduced, and as the result, R, G, and B components show normal rates because the level variance of signals (R-YL) and (B-LL) is reduced. Thus, white-balanced pictures are generated even in case of the high luminance.
