PURPOSE:To obtain a controller for the pass and stop of fluid which possesses high reliability at an inexpensive cost by effectively using a solenoid valve having two solenoids. CONSTITUTION:In a solenoid valve installed onto an installation pipe 2, a core 3 is closely attached in the outside direction through the pressing of a spring 4, when a solenoid 1 is excited. When one solenoid 1 is not excited, the core 3 is pushed back onto the shaft part, and air passes through the other space, and presses a valve 5 forming the boundary with the installation pipe 2, and the air for installation does not pass through the solenoid valve having two solenoids. Since, when the both solenoids 1 are put into non-excitation state at the same time, the valve 5 forming the boundary with the installation pipe 2 can not be pressurized, the air for installation passes through the solenoid valve having two solenoids.
