PURPOSE:To smoothly obtain an initial load, which is constantly kept at a fixed value, by controlling a steam control valve, which is related to a steam turbine driven by the steam generated by using the waste heat from a gas turbine, based on the front steam pressure of the steam control valve at the time when a steam turbine generator is put into the electric power system. CONSTITUTION:When a steam turbine generator in a combined plant is put into the electric power system, a signal from a put-in signal generating part 25 changes the output from one-shot pulse generator 26 into ON for only an instant, and it further changes the output from an OR-circuit computing element 29 into OFF. Accordingly, the output from an FF circuit 32 turns ON, while the output from a rate-of change limiter 23 varies at a predetermined rate of change from the command-value given by an opening commanding part 23, which is located just in front of the limiter 23, toward a target value computed by a function generator 22 in accordance with the front steam pressure of a steam control valve 7, which is measured by a steam pressure measuring instrument 21. As a result, the opening of the steam pressure control valve 7 is controlled by the output from the steam-pressure rate-of-change limiter 23 and is gradually opened toward the above-mentioned target value. |
