PURPOSE:To improve cooling capacity by inclining the direction of cooling water ejection ports at a prescribed angle relative to the radial line and setting the prescribed angle relative to the center of a cylinder as well. CONSTITUTION:The cooling water supplied to a spacing 3 between double cylinders from a cooling water supply pipe 8 is ejected to a horizontally drawn billet 7 by which the billet is cooled. The ejection ports 6 are so bored as to incline at the prescribed angle theta1 relative to the radial line direction of the cylinders and are so bored as to form the angle theta2 in the axial line direction of the inside cylinder 2 as well. The preferable angle theta2 is about 45 deg. and a suitable angle to generate swirling flow is set for the angle theta1. The cooling water is given with the angular momentum in the circumferential direction and the momentum in the outlet side direction of the device by the above- mentioned method. Since the swirling flow along the billet surface is formed in the cooling water even after the collision against the billet 7 in the above- mentioned manner, the cooling capacity is improved.
