PURPOSE:To prevent the degradation of the picture quality by discriminating lines, which are apt to disappear, out of lines on an original image and preserving these lines on a converted image while preventing them from disappearing and thickening. CONSTITUTION:The second original picture element in the horizontal direction toward a converted picture element position with an original picture element nearest to the converted picture element as the start point is added to reference picture elements to discriminate line which is apt to disappear. For the purpose of preserving this line while preventing it from thickening, distances of converted picture elements from the line are obtained, and the converting method where said line is preserved is applied to only the converted picture element nearest to the line. If lines which are apt to disappear are not discriminated or it is unnecessary to prevent lines from disappearing, values of converted picture elements are determined by a conventional method (for example, the SPC method).
