PURPOSE:To obtain the titled noncolored, high-concentration polymer easy in molecular weight control, by polymerizing (meth)acrylamide or the like with itaconic acid, maleic acid or the like, in the presence of a specified mercapto compound. CONSTITUTION:The titled polymer of a MW of 3,000-500,000 is obtained by polymerizing a 30-60% concentration water-soluble monomer solution comprising 20-99pts.wt. at least one member selected from among (meth)acrylamide, monovalent metal (meth)acrylates, etc., and 80-1pt.wt. at least one member selected from among itaconic acid, maleic acid, fumaric acid, etc., at 35-95 deg.C in a nitrogen atmosphere in the presence of 0.05-25% mercapto compound which has 1-4 mercapto groups and 1-4 groups selected from among COOH, esterified COOH and OH groups in the molecule and in which the number of carbon atoms exclusive of those in the COOH groups is 2-4 per said mercapto group by adding a polymerization initiator continuously or in portions.
