PURPOSE:To record selectively a part of picture information of an objective picture in addition to recording all picture information of the said picture by allowing a storage device to read and record a part of the picture displayed on a monitor through selective designation. CONSTITUTION:Binary-coded picture information transmitted from a picture information input device 1 is stored tentatively in a main picture memory 2 and displayed on a display device 4 under the control of a display controller 3. When a specific picture part of the picture displayed on the display device 4 is designated selectively by a picture selection operating device 5, a picture selecting controller 6 decides its address, a picture block of the designated specific part is outputted from the main picture memory 2 under the control of an address controller 7 and stored in an auxiliary picture memory 8. The picture information stored in the auxiliary picture memory 8 is displayed on the display device 4 while being distinguished from the picture information in the main picture memory 2 and also recorded separately to an auxiliary recorder 10.
