In this device, a bell 140 is driven by a clutch 130 associated with a torque limiter 150. According to the invention, a counter 310 receives the pulses from a coder wheel 210, 220 and compares the number of these pulses, which is representative of the number of turns effected by the bell 140, to a high threshold (corresponding to skidding of the bell) and to a low threshold (corresponding to a locked tap wheel). The start of the counting is controlled by a circuit 230, 320 for detecting the actuation of the clutch; it is interrupted by a circuit 330 detecting an angular speed of the bell which is zero or less than a given threshold. <IMAGE>
