A flow control device includes a housing (10) having a hollow metering valve element (55) disposed therewithin to control the effective flow area of the device. A pressure regulating valve element (70) is received within the metering valve element (55) and maintains a relatively constant pressure drop so that a desired flow through the device may be set by a single adjustment of the position of the metering valve element (55).
