A PVA buff for grinding the uneven face is made by dipping the solution of the isocyanate resin and a laminated PVA nonwoven fabric formed the plate of 3 - 15mm thickness which is acetalized with the solution consisting of the cut staple fiber bundle of 3 - 15mm length, 250 - 300g weight and PVA powder of 100 - 150g.
