PROBLEM TO BE SOLVED: To provide a cutting device and cutting method that facilitates accurate adjustment of clearance between two cutting blades each time the clearance is gradually increased because of the wear of the blades used, by making it possible to strictly set the clearance between the two cutting blades in order to accurately cut cotton paper. SOLUTION: An adjustment means, whereby a planar blade 17 installed in an area opposite to a rotary blade 11 across the range of movement of a strip of cotton paper with the edge of the planar blade 17 pointed toward the rotary blade 11 is adjusted through sliding movement toward the rotary blade 11, comprises a micrometer 20 fixed on a frame. The micrometer 20 is so formed that a displacement pin 23 abutting the end edge of the planar blade 17 is axially expanded and contracted by internal thread action provided by the operation of rotating a handle 22, so as to adjust the pressure on the planar blade 17.
