The cycle or motorcycle accessory facilitates the use of an elastic cord (17) and has hooks (18) to hold a parcel on a luggage carrier (19). It comprises a collar (7) fixed to the cycle and with legs (9) to grip the elastic cord (17) at a point between its ends, so that the hooks (18) may be engaged with the carrier (19). The collar (7) comprises a resilient metal loop whose free ends have holes receiving a fixing screw (11). The leg (9) may extend upwardly from the upper edge of collar (7) and then downwardly. Two legs (9) may be provided, one on each edge of the collar (7) and formed as hooks. Each leg (14) of the rear forks may have a collar (7), two elastic cords (17) being used.
