[Also in Divisions C7 and E1] An aqueous emulsion of a C 8 to C 22 aliphatic fatty amine is made by agitating the amine into water containing acetic acid, and a watersoluble polymer having a molecular weight less than 200,000 and repeating unit wherein R is C 1 to C 3 alkyl, X is H, NH 4 , Na or K; and adding a non-anionic emulsifying agent. The emulsion may contain from 0.01% to 1% by weight of the polymer. The molar ratio of acetic acid to amine may be from 0.1:1 to 0.6:1, and the weight ratio of emulsifying agent to fatty amine may be from 0.01:1 to 1:1. A preferred emulsion contains 5% to 10% amine, 0.2% to 1% acetic acid, 0.5% to 1% emulsifying agent. The amine may be hydrogenated tallow amine (exemplified) or octadecylamine. The water-soluble polymer may be polymethacrylic acid, polyethacrylic acid, copolymers and terpolymers of acrylic acid, methacrylic acid and ethacrylic acid with each other and with other vinyl monomers, or salts of these. The non-anionic emulsifying agents include block polymers of ethylene oxide and propylene oxide on a propylene glycol or alkylene diamine backbone, polyoxyethylene fatty amines, polyoxyethylene N-fatty trimethylene diamines, alkyl chloride quaternary salts of polyoxyethylene fatty amines or of polyoxethylene N-fatty trimethylene diamines, ethylene oxide-propylene oxide random copolymers.
