<p><P>PROBLEM TO BE SOLVED: To provide an encoding device whose picture quality can be suppressed from being deteriorated by performing adaptive quantization in consideration of the deterioration degree of an encoded image and characteristics of a block. <P>SOLUTION: An encoding device comprises a detection means configured to determine the characteristics of the image of each of a plurality of blocks, and to detect whether or not visual deterioration in each block is noticeable, a determination means configured to determine a quantization parameter of each block based on the detection result by the detection means; a transformation means configured to perform the orthogonal transformation of the block and quantization using the determined quantization parameter; an encoding means configured to perform the variable-length encoding of a transformation result thus obtained; an inverse transformation means configured to inversely transform the transformation result of the transformation means to generate a locally decoded image; and a calculation means configured to calculate a reference value to change a criterion to determine the characteristic of the image, wherein the detection means detects a block having noticeable visual deterioration by changing the criterion according to the reference value. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
