A waterproof membrane structure in a tunnel and a construction method of a waterproof membrane structure are provided to reduce thermal bonding work and to exclude the usage of non-woven fabrics by using waterproof membranes of synthetic resins coupled with each other in the type of a snap button, and having a drainage device on the surface of the waterproof membranes. A waterproof membrane structure(100) is installed between shotcrete(52) and concrete lining(54) in a tunnel to waterproof and to guide drainage of water permeated through shotcrete in a tunnel. The waterproof membrane structure comprises a first waterproof membrane(120) made of transparent or semi-transparent synthetic resins and provided with a drainage device including an embossing structure to guide drainage, and a second waterproof membrane(140) coupled to the bottom of the first waterproof membrane and made of transparent or semi-transparent synthetic resin, wherein the first waterproof membrane and the second waterproof membrane are coupled partially in the type of a snap button. A construction method of a waterproof membrane structure comprises the steps of fixing a first waterproof membrane to the shotcrete surface of a tunnel, and coupling a first waterproof membrane and a second waterproof membrane by engaging a fastening projection of the first waterproof membrane with a fastening groove of the second waterproof membrane in the type of a snap button.
