PROBLEM TO BE SOLVED: To suppress the deterioration of security to authentication information even in an offline state, and to smoothly perform settlement using a card to be used for settlement processing in a settlement system in which information necessary for authenticating the card is transmitted/received between the card and a settlement destination device.SOLUTION: In a transaction processing system, a transaction processor is configured to, when communication between the transaction processor and a settlement destination device is in a disabled state, transmit input transaction settlement information including the bland information, transaction amount, payment method, payment frequency and customer's authentication information of an IC card and a card number and expiration date read from the IC card to a transaction communication terminal. The transaction communication terminal is configured to, when transmitting a settlement request including the transaction settlement information transmitted from the transaction processor to the settlement destination device, transmit the transmission completion report of the settlement request including the transaction settlement information to the transaction processor.
