The present invention pertains to systems for heating and cooling liquids and essentially relates to devices whose operation is based on the Peltier effect. The device of the present invention comprises the following members: a supply unit (25) comprising power units and having its input connected to the mains while the output is connected to the leads of thermal batteries (1); at least one cooling panel for cooling the power units; a control unit connected to the supply unit and comprising an additional output (23) for connecting external devices; and a plurality of temperature detectors mounted on heat exchangers (7, 8). The heat exchangers consist of alternating channels of a hot and a cold liquid-flow circuits having their upper and lower walls defined by the two hot or cold thermal passageways of the thermal batteries, wherein said batteries are parallel to each other so as to form a gap and are separated by the sealing gaskets. The upper cover and the lower cover are arranged on the sealing gaskets so as to form the upper and lower channels of the heat exchangers (7, 8), wherein said channels are connected in series through the liquid supply and discharge system.
