PROBLEM TO BE SOLVED: To improve durability of a torque limiter with an inexpensive configuration. SOLUTION: This paper feeding device 2 is provided with a rotary paper feeding means 6 arranged so as to rotate integrally with a paper feeding driving shaft 4 and a separation roller 12 arranged on a separation driving shaft 8 through the torque limiter 10. The paper feeding driving shaft 4 and the separation driving shaft 8 are driven and connected with an electric motor M through a power transmission mechanism 30. When the electric motor M is rotated in one direction, the power transmission mechanism 30 rotates the paper feeding driving shaft 4 in the direction of paper feeding and rotates the separation driving shaft 8 in the opposite direction to paper feeding to let a paper separation function by the separation roller 12 act. When the electric motor M is rotated in the other direction, the power transmission mechanism 30 rotates both of the paper feeding driving shaft 4 and the separation driving shaft 8 in the direction of paper feeding to stop the paper separation function by the separation roller 12.
