This apparatus is provided with: a video input unit that inputs a first video signal captured at a first frame resolution by a camera and having time data for each frame added thereto; a video storage unit that stores first video data for each frame of the first video signal in association with the time data; a position-information input unit that receives position information of a specific mobile object included in the first video signal as a part of a subject; a position-information storage unit that associates and stores the received position information and time; a controller that reads, from the position-information storage unit, one or more items of position information for each specific time interval, calculates a clipping area including one or more positions indicated by these respective items of information, clips the video data of the clipping area from the first video data for the time interval, and generates second video data with a second frame resolution.
