A semiconductor integrated circuit device is provided to reduce power noise and obtain sufficient decoupling effect by installing a capacitive cell near to a main power trunk line prior to disposition of a logic cell wherein the capacitive cell has high capacitance per unit area. A power supply voltage is supplied through a main power trunk line(1). A plurality of power trunk lines(3) are connected to the main power trunk line. A logic cell constitutes a semiconductor integrated circuit, disposed between the plurality of power trunk lines. A capacitive cell(5) whose capacitance per unit area is greater than 1 is disposed between the plurality of power trunk lines. A distance between the capacitive cell and the main power trunk line is shorter than the distance between the logic cell and the main power trunk line. The length of the capacitive cell is identical to the length of the logic cell in a direction that the main power trunk line extends.
