摘要 <p>PROBLEM TO BE SOLVED: To improve a transmission efficiency by attaining control of a transmission speed in real time and effective utilization of information in an available bit rate ABR witch control. SOLUTION: When a backward resource management BRM cell has arrived from a receiver side 3, BRM cell information (ER1) extracted buy a BRM cell information extract section 12 is sent to an explicit rate ER value comparison section 14, where the information is compared with an ER value (ER2) bound by an ER value calculation section 13. ER3 of a value which is lower of the ER1's and ER2's is stored as an ER 5 to an ER value storage memory 15 and then to a BRM cell. When the ER2 whose value is very low is found, the ER2 is stored to the BRM cell in the case of ER2<ER1. In the case of arrival of an FRM cell with allowed cell rate ACR=ER2 that is an FRM cell corresponding to the BRM cell storing the very low ER value (ER3=ER2), a bottle neck discrimination section 18 discriminates a bottle neck, and a BRM cell generating section 20 generates a BRM cell, based on a length of queue and sends it to a transmitter side 2, requesting for an increase of the transmission rate.</p>
