PROBLEM TO BE SOLVED: To perform scheduling in response to various QoS. SOLUTION: A wireless base station apparatus which transmits/receives packets to/from a plurality of mobile stations, includes: a queue distributing means for sorting packets to be transmitted to a real-time system service and a non-real-time system service and storing the packets in queues; a scheduling means for individually controlling a transmission order of packets for both the queues distributed to real-time and non-real-time systems; a buffer for storing the packets in a transmission order decided by the scheduling means; a mapping means for deciding the arrangement of the packets stored in the buffer, in a radio frame; and a next buffer for saving the packets which are not settled within the radio frame.
