A digital photographing apparatus and an image pickup device driving method are provided to reduce the generation of smear while reducing power consumption. If electric charges, generated in photoelectric transforming units belonging to partial rows read out to vertical transmission paths, are transmitted to a horizontal transmission path, horizontal transmission signals of transmitting the transmitted electric charges in a horizontal direction are applied to the horizontal transmission path. Even when the electric charge is transmitted to the horizon transmission path, a digital photographing apparatus has a section where the horizontal transmission signal is not applied to the horizontal transmission path for a preset time.
