PURPOSE: To reduce the defective rate of the off-specification of a material and the deformation by heat-oxidizing with an oxidizing flame burner in the water-cooling method of a steel and stabilizing scale thickness at the time of starting the cooling. CONSTITUTION: In the water-cooling process after hot-rolling the steel, the scale thickness is adjusted by using the oxidizing flame burner before starting the water-cooling. The oxidized scale thickness formed by using the oxidizing flame burner is made to 80-200μm. When the scale thickness before starting water-cooling becomes >=80μm, since the thermal conductivity is stabilized and the variation in the scale thickness is not affected, it is effective that the cooling capacity of the steel plate is stabilized. Further, since the cooling capacity becomes large, the cooling water quantity is reduced and further, it is effective that the operation having large cooling speed can be executed and the carrying speed of the steel is quickened, etc.
