This heating base plate comprises, on one surface of an insulating base plate provided with a generator hole and a stopper hole, a heating body and an electrical supply terminal for supplying current to the heating body. The generator hole is positioned on a side closer to the electrical supply terminal than to the heating body, while the stopper hole is positioned on a side closer to the heating body than to the electrical supply terminal.
