PROBLEM TO BE SOLVED: To provide an apparatus and method for recording and reproducing information that suitably prevents/suppresses jumping noises when normalizing a pickup, while increase in the number of components is avoided as much as possible, and to provide a computer program that makes a computer function as the information recording and reproducing apparatus. SOLUTION: The information recording and reproducing apparatus (1) includes a driving means (24) that moves a pickup along a drive shaft by rotating the drive shaft (29) that has a tooth plane, which mates with engaging members (27, 28) of the pickup (14); a regulating means (20) that is provided on at least one end of the drive shaft and regulates a movable range, being the range within which the pickup can be moved; and a control means (100) that controls the driving means so as to normalize concerning a location of the pickup in the movable range by moving the pick-up until it abuts on the regulating means. At prescribed timing included in a process for normalizing, the control means controls the driving means so that the torque for rotating the drive shaft is decreased into a prescribed torque.
