PROBLEM TO BE SOLVED: To obtain a powder coating material composition capable of forming coat having uniform hue and comprising a lower layer and surface layer by one coating by using two or more kinds of powder coating materials and provide a coating material by using the powder coating material composition. SOLUTION: This powder coating material composition comprises powder coating material of opaque coating material and powder coating material of transparent coating material and the opaque coating material comprises a non- bisphenol A-based polyester obtained by using an alcohol component having <5 wt.% content of a bisphenol A alkylene oxide adduct represented by the formula [R is a 2-4C alkylene group; (x) and (y) are each a positive number and the sum of (x) and (y) is 1-16] and the transparent coating material comprises a bisphenol A-based polyester obtained by using an alcohol component containing >=5 wt.% bisphenol A alkylene oxide adduct represented by the formula.
