PROBLEM TO BE SOLVED: To precut building materials at a factory by the optimized allotment while avoiding the occurrence of a part where a width of the building material is below a limit. SOLUTION: An allotment simulator 13 starts the arrangement of the building materials having specified size from a reference line set on a wall face of a building and arranges a plurality of building materials regularly in the direction in which they leave the reference line to execute allotment simulation by a computer for cutting off an unnecessary part of the building material. An improper section detection means 14 detects a part caused by cutting off the unnecessary part of the building material and having such width that is below the limit of the building material. An optimum arrangement selection means 15 selects such allotment that the number of parts whose width is below the limit becomes the minimum as the optimum arrangement.
